From her past and current experience as an attorney, judge and Legislative Counsel for the Insurance Department, Rose Vaughn Williams will provide us with the details of how an idea ultimately becomes law, with all of the steps and challenges along the way. Rose Vaughn Williams

Legislative Counsel
NC Department of Insurance

She has held her position since 2007. In 2011, she was named one of the Most Influential Lobbyists in the NC General Assembly, according to a survey of legislators, lobbyists and state capital news correspondents by, the NC Center for Public Policy Research.

In 2001 she was selected by the local bar and appointed by the Governor as a District Court Judge for Wayne, Lenoir and Greene Counties to fulfill an unexpired term of three years and was elected unopposed to a four year term in 2004. She served as Judge until moving to her current position in 2007.

She received her JD in 1989 from UNC-CH School of Law. She also received her BS from UNC-CH in 1986.

Ray Evans, CPCU

NC Rate Bureau / NC Reinsurance Facility

He is also the Managing Secretary of the NC Insurance Guaranty Association. He has served in those capacities for the past ten years. Ray also serves on a number of industry committees and organizations relating to workers compensation, private passenger auto and residential property insurance.

Prior to starting with the Rate Bureau and Reinsurance Facility, he had a 34 year career with State Auto, serving in a variety of property, casualty and life insurance positions.

His educational background includes a BS in Accounting from the Ohio State University and a CPCU designation. Additionally, he served as an infantry first lieutenant in the US Army.

Gail Ostrichko

She is a Licensed Professional Counselor and faculty member of the William Glasser Institute. for Choice Therapy and Reality Therapy. She is a published author, a licensed Highlands Affiliate, a member of the National Speakers Assoc., and a member of Triangle Organizational Development Network. Gail is a graduate of ECU where she received both her Bachelors and Masters.

Gail enjoys music, working out, and being outdoors, especially at the beach with her faithful canine companion Graci.

John Forney, CFA

President & CEO
UPC Insurance

John Forney has served as CEO of UPC Insurance and a member of the Board of Directors since 2012. He assumed the additional role of President of UPC in 2013. UPC writes homeowners insurance in eight states, including NC. From 2002 until he joined UPC Insurance, Mr. Forney served in a number of different capacities at Raymond James. While at RJ, he led the firm's investment banking efforts in catastrophe insurance financing. He has been a frequent speaker at insurance industry conferences, and has testified on insurance industry issues for legislatures in several states. Mr. Forney received a B.A. in economics from Princeton University and a M.B.A. in finance from the Wharton School.

Brenda Wells, Ph.D., CPCU, AAI, CRIS

Director, Risk Management & Insurance Program
East Carolina University

Brenda Powell Wells holds both a BA of Business Administration and a Ph.D. in Risk Management and Insurance from UGA. In 2009 she moved to ECU to build a new risk management and insurance program and to become the first holder of the Robert Byrd Endowed Chair in Risk Management & Insurance.

During her career she has taught Principles of Insurance, Risk Management, Commercial Liability Insurance, Commercial Property Insurance, and Insurance Company operations, Employee Benefits and Retirement Planning. She is the Faculty Advisor to the ECU Society of Risk Management and Insurance.

 

Wayne Goodwin

Commissioner of Insurance

Wayne Goodwin was first elected to the statewide post of Insurance Commissioner in 2008. As Insurance Commissioner, he will focus on consumer advocacy through fair rate making, injury prevention efforts and close regulation of insurance company solvency and industry practices. Goodwin is the newest member to the Council of State, made up of the 10 statewide elected officials. Goodwin is also the State Fire Marshal. He serves as the state chair of Safe Kids North Carolina and the Arson Awareness Council, and is a member of numerous commissions and boards.
